Actually, I think there's one person who could pull off a hidden-in-the-shadows Joker so well that you'd almost believe it was Ledger, shot before his death. AND would be a total nerdgasm for those of us who grew up on the Timmverse version of Batman.
Yes, I think Mark Hamill could, with proper makeup, lots of time to practice the voice, and creative lighting, pull it off.
However, I'd recommend saving it for Batman *4*. Have Batman 3 be mainly a Two-Face movie. However, to drum up massive interest for the fourth one, do a post-credits scene with Joker--who might not even have any lines--in his cell at Arkham when his new attending psychiatrist introduces herself. "Hello, Mr. Joker. Since you (insert horrible fate here) Doctor Bartholomew, I'm going to be your new psychiatrist. I'm Doctor Quinzelle." Cut to black, roll rating card.
