They could just pull a Buffy and reveal that Regina was magically de-souled somehow, (preferably by Darken Rahl Mr. Gold). Then *POOF* let her get her soul back and realize the terrible things she did, which she'd been unable to feel at the time. All better -- Regina's a victim too!
