Well, not this, obviously. But aside from Bradley Cooper as the Flash (Michael Rosenbaum would be great, obviously, but I don't know if anyone would let him headline a major motion picture), and I know you would probably be safe just focusing the origin story on Wally West and the mantle passing from Barry. But if there were a sequel, if instead of going in the traditional "loss of powers" plot, they turned it into a heist movie. Yeah, like Heat. On the one side, you have Flash, trying to catch the Rogues, and on the other side you have Captain Cold, Mirror Master, and the rest, trying to pull a job. They're not psychos, they're professionals, and you can even empathize with them a little bit. Maybe they're being manipulated by a complete monster and the Flash has to stop them before they accidentally destroy the world, but aside from that, it's cops and robbers.
You could even have a little Pacino/De Niro confrontation between Wally and Len Snart. "C'mon, you know I'm going to catch you. Come on. I'm the fastest man alive, you dress like an Eskimo. Come on."
