Well, I think IRL, Chloe would take Lois's advice and stay far away from Davis, because he'd just be wreck from all he's been through. Like, probably no way he's coping even this well with all the shit he'd been through. But it's a love story, so without being too cloying, you want to move the plot forward and get them together. And having them get together, but with Davis almost using Chloe as a way to punish himself, is I think a great way to keep up the UST without doing the Clana "I want to but I can't but I want to" merry-go-round. The worst thing would be for there to be a reset button or for things in chapter 15 to be the same as they were in chapter 5.
