In the Fourth World, Orion can be fine, but in a JLA movie, he's just be another grumpy, no-nonsense warrior, which is already covered by Batman and Wonder Woman. And Barda, for that matter, who has a more interesting plot regardless. All Orion really has is being destined to punch Darkseid in the face, and everyone would rather see Superman do that.
