What she's actually wearing. It looks to my admittedly untrained eyes like leather pants, opera gloves, and a frock dress to pull the whole thing together.

As for an actual description, I would say a frock coat, wide high seated belt, opera gloves and monster platforms. A turtleneck for the undershirt, most likely tight leather pants or really shiny hose for the legs.
