Yes, there is a bitch hierarchy though I move that there can in fact be two HBICs in a canon (rare occurrence as it is). Legend of the Seeker for example: Cara is HBIC of the Mord-Sith while Kahlan is Mother Confessor. Both HBIC's exist on the same side (eventually) though Cara never lets her move to the other side devalue her HBIC status.
