Symbolism. Tony spends the entire movie pushing people away in the face of his inevitable death. It's only when he tries to get closer to his loved ones (apologizing to Pepper) that he finds the strength-and Unobtanium-he needs.
Also, Vanko basically had just the arc reactor handed to him. Tony got an entire company, and a single element. Look, thematic resonance or whatever it's called! Vanko being Tony's dark counterpart, etc.

Apparently, he's already pledged to the Avengers. Which would make it a bit hard to have him working alongside Stark if he was a villain in-oh, wait, Avengers is a Joss Whedon film.
Seriously, Favreau was kinda hamstrung by having to get the SHIELD plot in there. He made the best of a bad job.
